Are the directors also the shareholders?

No, not all directors are shareholders. Directors can be shareholders but they do not have to be. It is common in small companies and new company registrations to appoint a sole director that is also the shareholder. However, you should not issue shares to a director unless you intend for them to own part of the company or be entitled to dividends, voting, distribution of profits etc.

In simple terms, directors manage the company, shareholders own the company.
